Mediation of Disputes Training

Bhutan National Legal Institute organised training on Mediation of Disputes in the Community for the Local Government Leaders (Mangmis and Tshogpas) of Trashi Yangtse, Mongar and Lhuntse, at Mongar. This is the final phase of training for building the capacity of the LG leaders (2nd LG election) of the entire twenty Dzongkhags, 205 Gewogs and 1044 Chiwogs on the mediation of minor civil cases which arise in the community. The training was attended by 55 participants from the three Dzongkhags from 27 – 29 May 2019. 
The national Mediation training began in 2012 at Punakha under the initiative of the Hon.President of the Institute, HRH Ashi Sonam Dechan Wangchuck to revitalise and reform the age-old customary practice of community justice and informal grassroots legal services (Nangkha Nangdrig). 
As per the annual National Mediation Reports complied by the Institute, every year thousands of civil cases are mediated by the Gups, Mangmis and Tshogpas across the country on a wide ranging issues such as land, loan, matrimonial disputes, inheritance; disputes over drinking and irrigation water, footpaths, damage to crops, properties, maintenance and custody of children, etc. Besides LG and community leaders, the Institute trained other relevant stakeholders on the ADR/Mediation and dispute resolution system. 
Dissemination of laws and promotion of mediation to enhance access to justice are important activities of the Institute in addition to academic research, legal education and capacity development of the judicial personnel.
