January 29, 2024: BNLI launches its Annual Report 2023 The Bhutan National Legal Institute is delighted to present its Annual Report for the year 2023. We are pleased to announce that 2023 was a remarkably successful year for the Institute.
The Institute is pleased to report the successful completion of over 30 activities, including training sessions and workshops, as well as mediation capacity development programs for local leaders.
Furthermore, we are delighted to report that, in 2023, local government leaders successfully resolved 3945 disputes through community mediation services.
Among the Dzongkhags, Paro Dzongkhag settled the highest number of cases with 456, closely followed by Wangduephodrang Dzongkhag with 360 cases and Punakha Dzongkhag with 355 cases, respectively. From 2012 to 2023, the local leaders successfully resolved more than 47000 disputes in the community.
Furthermore, in 2023, out of 7549 civil cases officially registered with the courts across the nation, the Court-Annexed Mediation Units (CAMU) effectively resolved 1926 disputes through their judicial mediation services. It accounts for approximately 19.5% of the cases registered with the Royal Courts of Justice in the sameyear.
Notably, the Family and Child Bench at Thimphu Dzongkhag Court mediated the highest number of cases with 349, Paro Dzongkhag Court with 177 cases and Monggar Dzongkhag Court with 176 cases. In addition, the Thromde Ngotshabs and Thromde Tshogpas under various Thromdes successfully resolved 58 and 329 disputes, respectively.
The paralegals successfully resolved a total of 329 cases. The Legal Aid Center (LAC) also played a crucial role by delivering 55 legal aid services, encompassing 20 civil and 35 criminal cases, benefiting 55 individuals in 2023.
