Former Director General of the Institute

Justice Pema Wangchuk comes from Thimphu. He was born on 1 November 1969.

He studied at Gaupay Central School. He completed B.A.Eco.(Hons). from Sherubtse College, Kanglung in Trashigang. He obtained LL.B. from the Government Law College, Mumbai in India and LL.M. from the Queensland University of Technology, in Australia. He has a Diploma in Environmental Law from Delhi, India. He completed Post-Graduate Diploma in National Law (PGDNL-1) from the Royal Institute of Management (RIM), Thimphu. He has specialized in Mediation and Mental Health Law.

Justice Pema Wangchuk served as the Registrar of Royal Court of Justice, Thimphu and the Chief Legislative Officer of the National Assembly of Bhutan. He served as the Judge of Royal Court of Justice, Gelephu and Thimphu. He also served at the Office of Gyalpoi Zimpon, His Majesty’s Secretariat as a member of Special Legal Task Force (SLTF), and Judge on-Special Duty during the Coronation of His Majesty the King and the Royal Wedding. He was the first Director General of the Bhutan National Legal Institute. He is presently serving as a Justice of High Court.

He received Silver Medal for twenty-four years of service.

Justice Pema Wangchuk is married and he has five children.

Drangpon Lobzang Rinzin Yargay comes from Serzhong in Sarpang.

He was born on 16 November 1970.

He studied at Jigme Sherubling High School in Khaling. He graduated with a B.Sc from Sherubtse College, Kanglung. He completed Post-Graduate Diploma in National Law (PGDNL-1) from the Royal Institute of Managment, Thimphu. He has LL.B. from the Campus Law Centre, University of Delhi, India; and LL.M. from the Univerisity of Queensland (UQ), Australia. He also pursued Masters of Public Administration (MPA) from University of Canberra (UC), Australia.

He also completed De-Suung Integrated Training at Tencholing in Wangduephodrang and attended Senior Executive Leadership Programme (SELP-1) at Royal Institute for Governance and Strategic Studies (RIGSS), Phuentsholing. He is a trained Arbitrator (CDB) and a IMI-Certified Mediator. He has specialized in International Dispute Settlement & Alternative Dispute Resolution Laws.

He has authored several articles on legal issues and is the Chief Editor of Bhutan Law Review. He is the National Administrator for the SAARC Mooting Competition, Delhi.

He served as the Public Prosecutor at the Royal Civil Service Commission (RCSC) and the erstwhile Office of Legal Affairs. He served as Drangpon Rabjam of Royal Court of Justice, Trashiyangtse; and then as the judge of Royal Court of Justice, Mongar, Samtse and Tsirang. He is the first judge of the Specialised Court for Civil Cases (Civil Bench), Thimphu. He also served at Office of Gyalpoi Zimpon, His Majesty’s Secretariat as a member of Special Legal Task Force (SLTF) and Drangpon-on-Special Duty during the Coronation and the Royal Wedding. He received Coronation Silver Medal of His Majesty the King; and Silver Medal for his twenty four years of service.

He was the second Director General of Bhutan National Legal Institute.

He is presently serving as a Justice of High Court.
